How can we change our mentality?

Leaders from my country seems talk a lot about the prosperity of Bangladesh, talk a lot to show them initiative and active but their speech never come true due to lack of respect our people and country. How can we change our hidden humour that cheating with nation and democracy?

Current government bullying lot of things about digital Bangladesh but they do not have any idea what does that mean. They should have good conception before say something in front of public gathering. I can see lot of stupidity in the current government.
